How greedy can people be. You dig a borewell in your house for your personal use. Then you realise that there are people in other areas of the city who are ready to pay for water. So you sell the borewell water to private water tanker firms. Pump water out from the early hours of day to late night intothe tankers. The water may not be potable - at least our borewell water is not, and we live just a few metres from these people. But either they don't know or don't care. They are people who are comfortably off, living in a well-off area of the city. But they know there is nothing in the law to stop them - everything under their land is theirs for the taking.
