A report has shown that the much-hyped rural employment guarantee scheme has managed to reach less than 4% of the households it is aimed at.'A report'? Which report would that be? Small-sized sound bites like this, without any backing up from authoritative sources, chip away steadily at creditable government actions like the NREGA.
